Fourth of July Parade Rules & Regulations

1.    All parade movement must be in a forward motion. Stopping or performing in place is not permitted. 

2.    All participants must be able to complete a 1.02 mile route within a 1.5 hour time span, at times moving very quickly. 

3.     Children under 12 years old must be accompanied by a parent/chaperone. Parade units must be registered with the parade producers and will formally check-in in the morning of the parade. 

4.     NOTHING may be thrown or tossed from the parade unit into the crowd. Should you wish to hand out candy or flyers to children or other spectators, said items may be handed out by a designated individual walking alongside your parade unit. Such designated individuals must be at least 13 years of age. Items shall be handed out by the designated individuals in such a manner to maintain a safe distance between the spectators and parade unit and not to encourage or entice spectators to enter the street or encroach upon the parade route. Violators of this rule will not be allowed to return for future HRCA parades. 

5.    Parade units that include animals will be considered for participation only if the animals are trained and can be safely controlled under parade conditions. 

6.    All individuals participating in the parade must return a signed waiver and release form. Digital forms will be sent in confirmation email. 

7.    Liability insurance is required for all vehicles, equestrian entries and any other parade units determined by HRCA. Drivers for any parade units are required to have a valid driver's license.

8.    Drivers of any parade unit shall have the ability to communicate with their riders. 

9.    Riders of any parade unit who are standing shall have a means to prevent falling such as a railing or other support. Once the parade starts, riders may only exit or enter onto the parade unit while the parade unit is stationary. 

10.    HRCA will make decisions at its sole discretion as to the content, design and participants selected to appear in the parade. HRCA may refuse entry and participation to any parade unit and/or individual in HRCA's sole and absolute discretion. 

11.    Participants are responsible for carrying their own banners, providing their own transportation in the parade, music, etc. 

12.     No open flames, smoking, or alcohol is allowed in the parade or any parade unit. 

13.    All parade floats are encouraged to have a functioning fire extinguisher. 

14.    Units with HORSES must bring a clean-up crew to pick up animal waste in the staging area and walk behind down the parade route.
