Ukrainian Open World Group visits the HRCA

On February 14, the HRCA CEO/General Manager, Jerry Flannery, meet with an Open World group of delegates from the Ukraine who were in Colorado to learn about local governments. Ukraine is currently in the process of overhauling much of the legislative basis for its procurement, education, energy, civil service, and health systems for greater transparency, battle corruption, and learn how to disseminate power from the center to the regions/locals.
